Richard Hooper CBE is a former UK civil servant. He was Deputy Chairman of OFCOM between 2002 and 2005. His began his career as a radio and TV producer in the BBC, and was a founder of the Open University.

He was re-elected as an Independent Labor member in 1893, 1896 and 1899; although he attended caucus meetings he never joined the United Labor Party.
